Respose
Getting community to safety during active disasters
Addressing urgent and fundamental needs (shelter, food, medical/health, evacuation, etc.)
Need is now and the funds should be expended immediately
Must support the most vulnerable
Recovery

Clear expenditure of funds within 12 month period
Investigation of public dollars (county, state) should have been explored, our resources should fill gaps.
Recovery from specific and recent named disaster(s)
Resilience
Creating long term capacity to address acute shocks (disaster) and chronic stresses (systems)
Aligned with climate resilience
While it can relate to specific risk (eg earthquake), it seeks systematic adaptation to complex and compound issues (e.g. preparedness training for low lying tsunami communities and policy change to planning code)

Strategic, upstream, and often blended with funds and supports from other sources
Requirements
Nonprofits having a 501(c)(3) status with the IRS.
