HAF+WRCF Goals and Guidelines for DRRF Grantmaking

Respose

  • Getting community to safety during active disasters

  • Addressing urgent and fundamental needs (shelter, food, medical/health, evacuation, etc.)

  • Need is now and the funds should be expended immediately

  • Must support the most vulnerable

Recovery

  • Ensure stabilization of community with a proposed course of action

  • Clear expenditure of funds within 12 month period

  • Investigation of public dollars (county, state) should have been explored, our resources should fill gaps.

  • Recovery from specific and recent named disaster(s)

Resilience

  • Creating long term capacity to address acute shocks (disaster) and chronic stresses (systems)

  • Aligned with climate resilience

  • While it can relate to specific risk (eg earthquake), it seeks systematic adaptation to complex and compound issues (e.g. preparedness training for low lying tsunami communities and policy change to planning code)

  • Should relate to HAF+WRCF Goals explicitly and clearly; and coordinated with other initiatives and affiliates (e.g. HHF, CORE, NCF)

  • Strategic, upstream, and often blended with funds and supports from other sources

Requirements

  • Nonprofits having a 501(c)(3) status with the IRS.

  • HAF+WRCF grant funding supports charitable programs and projects in our region (Humboldt, Del Norte, and Trinity counties in California, and Curry County, Oregon).
